• Click on the Contracting Guide that will link you to everything to do with Federal Contracting
Certify site at www.certify.sba.gov . This is where you can walk thru the “Am I Eligible” for different contracting programs. There are also “Prepare” and “Help” tabs you want to review. This site has every single detail you could ask for in providing checklists, videos, and “how to” type steps to go through the process for applying to the 8(a) Program and others.

How long does the review process typically take once applied for the 8(a) program?
You said go to get a waiver, what do you mean by that? Or is that just part of the application process?

Can a partnership of two or more companies apply to the 8a program as a single entity? Is that advisable. The reason I ask is that the partnership may be the mechanism for bringing the right resources together to bid on a job.
